Before starting Transnational in 1997, Howard Schirmer, Jr. P.E., its President, worked as a consulting engineer and senior manager for two large global engineering companies. He was President of CH2MHill International Ltd. and Managing Director of Dames & Moore’s international division and, over the course of 35 years, managed consulting engineering practices in over 50 countries in AsiaPacific, Latin America, the Middle East and Europe, also serving as a principal-in-charge of many infrastructure projects in the U.S. and overseas.

Transnational has consulting associates in Westfield, New Jersey; London and Manila who provide representation services at the U.S. Trade Development Agency, World Bank, European Bank for Reconstruction and Development and the Asian Development Bank, providing clients with knowledgeable, on-the-ground senior staff on a cost-effective basis. Other consulting associates are located in Bakersfield and Novato, California; Steamboat Springs, Colorado, Parsippany, New Jersey and New York. Consultants have extensive experience in the U.S., Brazil, Argentina, Mexico, China, Taiwan, Philippines, South Korea, Saudi Arabia, Syria, Jordan, Kuwait, Lebanon, Egypt, Russia, Bulgaria, and Kazakhstan, as well as numerous other locations.
